President Bola Ahmed Tinubu said 38 ministries and extra-ministerial departments had adopted a secure paperless workflow system as part of reforms aimed at modernising Nigeria’s civil service and improving service delivery.
Tinubu’s message was delivered on Wednesday by the Secretary to the Government of the Federation, George Akume, at the opening of the International Civil Service Conference 2026 in Abuja, according to a statement signed by Yomi Odunuga, Special Adviser on Media and Publicity to the SGF.

The president said the era of “manual inefficiency” in government operations must end as ministries, departments and agencies deepen digital work processes and embrace technology-driven service delivery.
“When we spoke of digitalisation in 2025, some may have considered it an ambition for the distant future. Today, with 38 Ministries and Extra-Ministerial Departments operating on a secure, paperless and end-to-end electronic workflow system, we are sending a clear message: Nigeria is building a public service that enables progress,” he said.
Tinubu said the ongoing Personnel Audit and Skills Gap Analysis approved by his administration was nearing completion and would help identify competency gaps in the civil service.
He linked the reforms to the Federal Government’s digital infrastructure agenda, including Project BRIDGE, saying Nigeria was opening its digital infrastructure ecosystem to investors and development partners to boost jobs, innovation and connectivity.
The president also commended the Head of the Civil Service of the Federation, Didi Esther Walson-Jack, for driving reforms under the Federal Civil Service Strategy and Implementation Plan 2021–2025, and praised the integration of Service-Wise GPT into the public service system.
